In 1986 a separate Department of Biotechnology (DBT) has established by Ministry of Science and Technology, New Delhi to strengthen the field of modern biology and biotechnology in India. DBT has launched a new scheme to popularize experimental exposure and orientation towards research and technology among the students in undergraduate level (colleges). This effort is to motivate more students to take science and technology as a future career and enriching the field with new innovative ideas emerging from young students.

About the Star College Scheme

Star College Scheme was initiated in 2008 by DBT to nurture excellence in undergraduate science education for holistic development of colleges. So far 96 colleges have been supported throughout the country under strengthening component. The emphasis of the scheme is on improving knowledge and skills of teachers, providing access to specialized infrastructure and consumables, to improve hands on training and industrial exposure as well as individual research projects for undergraduate students.

Objectives of Star College Scheme

Objectives of Star College Scheme

To strengthen the academic and physical infrastructure for achieving excellence in teaching and training.

To enhance the quality of the learning and teaching process to stimulate original thinking through ‘hands–on’ exposure to experimental work and participation in summer schools.

To promote networking and strengthen ties with neighbouring institutions and other laboratories

To conduct specialized training programmes for faculty improvement for optimizing technical capabilities

To increase capabilities of core instrumentation resources by procuring new equipment and upgrading of existing facilities

To provide access and exposure to students to research laboratories and industries in the country

To help in devising standard curricula and Standard Operating Procedures (SOP’s) / kits for practicals.

To provide better library facility to students and teachers

Types

Types:

Category 1. Star college status

Category 2. Strengthening of support for UG in life sciences

Financial Provision: There are two categories under which support is given i.e. for Star College status or for strengthening of support. Upon qualifying the criteria support is given for 2 or 3 years subject to satisfactory progress which is reviewed annually by an expert committee. The provisions of funds for two categories are as follows:

Category 1. For Star college status

One time non-recurring grant of Rs. 10.00 Lakh per science department.

Recurring grant of Rs. 3.00 lakh per science department per year.

Category 2. For strengthening of support

One time non-recurring grant of Rs. 5.00 Lakh per science department

Recurring grant of Rs. 2.00 lakh per science department per year

Grant of Rs. 1.0 Lakh per year for mentoring and monitoring

Who can Apply

Who can Apply:

To apply, the college must be Government or Government aided, autonomous and among the top three life science undergraduate programmes in the city (state). The colleges should be included under Section 2(f)/12(B) of UGC Act 1956. Private colleges are not eligible to apply.

Mode of Selection

Mode of Selection:

Applications will be invited through advertisement on DBT website, direct correspondence with potential colleges, nominations by vice chancellors etc. in a specified format. Applications will be screened by presentation before an expert committee and site visit, if required, will be undertaken to arrive at final decision. Decision of peer committee will be final. The colleges supported under strengthening component are also eligible to apply for Star College status after initial support of atleast three years.

Existing infrastructure & per student expenditure in last 3 years

Recognition by UGC/ AICTE/ NAAC/DST

Cut off percentage for admission & percentage of result

Category 2. Strengthening of support for UG in life sciences

Rural/tribal, Women college

Per student expenditure in past 3 years

State wise distribution (basis of area, population density, no. of colleges) / special preference to NE/ J&K / A & N

No. of years, No. of science courses

No. of regular faculty per department (qualification relax)

Recognition by UGC / AICTE/NAAC/ DST

Mentoring and Monitoring: Rigorous monitoring is carried out to review progress of the colleges supported under the scheme. Regular mentoring and monitoring is done through:

Annual Progress review before DBT expert committee.

Annual in-house advisory committee meeting with external experts.

Mentoring committee: Site visit by expert committee.

Impact of Scheme

Enhanced enrollment of students in life science courses, decreased drop-out rate, and increased number of students are opting for science courses.

Modernization of labs and better equipped laboratories, better access to costly consumables

Enrichment of libraries, membership to e-journals etc.

Several teaching kits, practical manuals, e-lab contents etc. have been developed by teachers and students

Enhanced opportunities for interaction for students and faculty with leading experts

Faculty improvement programmes for UG teachers

Training programmes for laboratory staff and technicians in laboratory safety, ethical practices, radioactive waste handling and management, handling of hazardous, pathogenic organisms.
